Property line question, gaining access to the other side?

A limb fell and damaged my privacy fence. My neighbor will not allow access for me to make repairs. What remedy will work?

I need to be on both sides to make the repairs, for nailing and material handling.

It is rental property, and both properties are owned by the same person.
It is MY fence. I erected it. The landlord has no responsibility there. I just need to get access to make the repairs.
If the remaining standing fence (its leaning now) falls and damages something on their side and there are exposed nails on the other side. I cant be held responsible can I if someone gets hurt on the other side as long as they are denying access?

Oh dear, I wonder what the neighbour has to hide. Get in touch with the landlord, he has the right to give you permission. He/she may have to give them 24-48 hours notice of the repair time, so just be ready to start when they say you can. This is ridiculous, like I said before they are hiding something

Is there a way I can access specific census information for a given community on line?
