Also to keep property up to building and safety codes. If the landlord will not make the tenant grant you access, you could pay your rent in escrow and the landlord will not get the money until the repairs are made and inspected. It sounds to me that you are a much better tenant than your landlord is a landlord! Get in touch with the landlord, he has the right to give you permission. He/she may have to give them 24-48 hours notice of the repair time, so just be ready to start when they say you can.
